If I'm not mistaken Owlcat is a part of the mail.ru company group, which is quite big, and you can't really go big in Russia without some consensus with authorities. It does not necessarily mean corruption, but it means you're seen and allowed to do business. Fundamentally, "dev" and "ops" require different skillsets. Dev experience does not translate to ops.
