To be a google Local Guide it is not a job at all. You don 't get paid anything. It is like a hobby. To be a Google Local you simple need Google Map... The game is to keep up to date the information on Google map. You add pictures, video, information, feedbacks,... About a place, site, road events, meals, anything around you. There's clearly reviewer tiers in Google Maps, with the lower ones getting shadow banning too negative reviews (I had some of my earlier ones appear after my rank got up) The higher tiers are more public, like for the 'local guides' for instance: https://maps.google.com/localguides/. - Source: Hacker News / almost 2 years ago

For maps, Google is one option however google allows you to download maps by certain boundaries/area. Try HereWeGo maps and download free full offline maps. SygicMaps is another option however it’s paid app. Source: about 1 year ago
