Personally if you’re on windows I like using localwp (localwp.com) from wheelfly / wpengine it lets you quickly spin up multiple sites, duplicate them, test mail, one click admin, etc. Its helped me prototype multiple websites over the last year faster than I ever did manually setting up Wordpress instances on vms or docker. I'd start with learning HTML and CSS first, then Javascript after those. There are a lot of free online resources for learning those. For websites, I use jekyll which is a great way to start off because there are a lot of community website templates that you can customize, which is great for beginners and learning.
