For Mp3 files there is Mp3 Gain which can adjust the perceived audio volume WITHOUT re-encoding the Mp3 file so it does not lower quality by re-encoding like many other normalizers do when they re-encode the audio. That could be your best bet if the files are Mp3's. Source: about 1 year ago
