I use the default application on my Fedora KDE installation, Akregator. It's nothing too fancy but it's functional enough. I haven't explored any of the web applications that allow you to log in to your feed—for now I'd rather just export my directory of feeds as an OPML file backup if I'm switching between installations. KDE PIM comes with akregator as a feed reader. It is pretty unyielding and convoluted to use and too intrusive in appearance for a feed reader. Several threads in this subreddit also suggest that it is abandoned and unmaintained. There is a simpler kirigami-based alternative called alligator. KDE community has many apps (especially Plasma desktop, Kdenlive and Krita) and the devs are friendly and awesome ! Scribus is in total need of help. (only two devs are maintaining the whole project) Manjaro is a popular Arch based distro that helps Linux users to benefit from rolling release model while maintaining stability. KDE makes a lot of nice daily software, like krita (graphic editor), kde connect (sync stuff among devices), kate (great text editor), and many more. Source: about 1 year ago

The difference between the two is how recent their KDE software is and how often said KDE software is updated. KDE Neon's KDE software is up-to-date, on par with the latest stable releases, updated every week maybe, be it features or bug fixes (again, KDE software only, see apps.kde.org).
