Honestly? I use https://beets.io/ to organise all my FLAC on my NAS. I expose the /Music directory over NFC. I use https://kodi.tv/ to stream music to my amp. Kodi sounds like what you're describing. You connect it to a tv and it can play media from your network, or use add-ons for internet streaming. I'm not sure if it includes the most popular streaming services, but I suppose you could use a browser for those. Source: 12 months ago
This isn't really Chromecast - it's 'raspicast' and needs it's own app. There are tons of similarly titled howtos that make it sound like you can run your own chromecast server -- you can't, unless you buy an expensive thing from airserver.com or a cheap chromecast.
