KDE community has many apps (especially Plasma desktop, Kdenlive and Krita) and the devs are friendly and awesome ! Scribus is in total need of help. (only two devs are maintaining the whole project) Manjaro is a popular Arch based distro that helps Linux users to benefit from rolling release model while maintaining stability. KDE makes a lot of nice daily software, like krita (graphic editor), kde connect (sync stuff among devices), kate (great text editor), and many more. Source: over 1 year ago

The difference between the two is how recent their KDE software is and how often said KDE software is updated. KDE Neon's KDE software is up-to-date, on par with the latest stable releases, updated every week maybe, be it features or bug fixes (again, KDE software only, see apps.kde.org).
