It depends. There's a lot of people on/around IRC who really like it (see libera and all the other networks), and yeah there definitely are people spinning up new smaller networks. Especially with things like https://sr.ht/~emersion/gamja/ and self-hosted https://kiwiirc.com/ , as well as really polished client experiences like irccloud, it's easier to convince people to join in. Not any social medias, not a single review on trustpilot, not a single piece of verifiable information that their thing is legit, nothing. And also the weird thing that I saw is when you go take their survey so they can take your commission, they sent you to a weird ”typeform.com” link which apparently is a website that allowed them to have a web based platform they can use to create surveys without needing to...
