Key Mapper VS Karabiner

OK, I will byte, have you tried Input Remapper[1] ? I think most of your problem is coming from using Rocky Linux, it is much easier to find support on Ubuntu derivatives for tools made by the community in general. I have been using Karabiner elements (https://karabiner-elements.pqrs.org), they allow keyboard customization, I have switched the colon and semicolon key, by default without pressing shift, the key will output colon (:) , I find this useful as I type lot of colon daily.
