ATNSoft keymanager allows you to make multiple key shortcuts easily, with different profiles and even application specific key commands (meaning the key combo will only work while a specific application you set it to e active window or running). It’s got lots of features and much easier than Auto Hot key. Only downside is that it costs $50 for a license. There is a 14 day trial though I believe. Source: over 1 year ago
MS Keyboard Layout Creator can not assign those keys, but only characters and dead keys. AFAIK kbdedit.com will allow you to create such a custom Windows keyboard layout _with_ arrow keys. I currently use Autohotkey for that. You can have a look at my script and see how I assign the CapsLock key as a modifier key and in my case (Vim-like) hjkl-keys as arrow keys. The source is here:...
