MS Keyboard Layout Creator can not assign those keys, but only characters and dead keys. AFAIK kbdedit.com will allow you to create such a custom Windows keyboard layout _with_ arrow keys. I use it on a vertical monitor to split window placement horizontally, since macOS can only natively do vertical splits.
