I think such a tool is fairly straightforward to develop with iperf 2 as the underlying src/sink. The man page has new features including start times & permit keys. Active, low duty-cycle, low impact telemetry has been a goal. The idea is that someone else would develop a web app and host public servers. Iperf 2 can help and has many new tests including one way delay, low duty cycle burst, tcp bouncback, etc. More on the man page. OWD does required clock sync. Source: over 1 year ago
A bit of a tangent, but there are a lot of new features in iperf 2, much are around latency or one way delay (OWD). Many times these days it's latency that affects the quality of experience to end users. Source: about 2 years ago
