I first took three frames from the opening and drew red borders. Then I used https://theinpaint.com/ to fill in some detail. Cropped out what wouldn't work and upscaled it with https://imgupscaler.com/. Took me about an hour for each. One wasn't working at all. There is also imagemagick which is basically the swiss-knife for image editing, but based on you having looked for websites first, I assume you don't look for a commandline tool (imagemagick is a commandline tool).
