Caesium Image Compressor

Caesium Image Compressor can do the job and it is easy to use. There is also imagemagick which is basically the swiss-knife for image editing, but based on you having looked for websites first, I assume you don't look for a commandline tool (imagemagick is a commandline tool).

PngOptimizer

Personally, I like the psydk PNGOptimizer https://psydk.org/pngoptimizer for PNG files and FileOptimizer for JPEG files. The latter will work on all kinds of files but is exceptionally slow on PNG files. You can mess with the settings so it doesn't take so long but I don't bother.
