The switches I'm using are from Homematic, they are the IP version (newer) which is using a cloud hosted in Germany. They are not zigbee, but they can work without outside connection (from what I have seen). At the moment I have the hub connected to a HA setup and they work fine together. There are definitely i18n solutions to problems like this, but have you looked at an agent based solution such as https://localizejs.com?
