I was about 10 when I first discovered Vfx. I started out with a program called Hitfilm. Hitfilm has a free version plus a wide variety of youtube tutorials. It thought me the basics of 2D VFX. This is a pretty broad question, but the answer is absolutely yes. The most obvious answer is Unreal Engine, and Notch also comes to mind (https://www.notch.one), but there are plenty of others.
