    Citizen sounds like a shitty, zero-safeguards version of SeeClickFix, which I've seen work reasonably well where I used to live. (With responsiveness varying department to department.) The city should adopt SeeClickFix (or a similar solution -- I don't know the full landscape), which would also help reduce the use of Citizen and start creating some accountability for the various city departments.
