In case you don't want to use a local database file or need something more precise than a city's long/lat, I used the openroutservice api for geo coding in one of my recent projects. It's interesting. You don't need a massive budget to make a fun Advdnture! You could buy a hollow book on amazon for $10 and then place it in a library with a $1.50 map you printed at Staples and made from snazzymaps.com and Canva.com and that makes for an AMAZING moment. Source: about 1 year ago

Https://snazzymaps.com/ can be used for like city maps, you just gotta do some customizing. For some more fiddly results, but subjectively better, you could use something like QGis or other Gis applications. Source: about 1 year ago
