What I did was we started with an android phone, upon set up I created her own gmail account and with her being a minor it automatically asked for parent gmail and it linked together There was an app that was automatically installed called “Family Link”. Source: almost 2 years ago

You need both. We've used Boomerang for parental controls. On a device with Samsung Knox, you can prevent the kid from working around and/or removing Boomerang. I think there's an article on the Boomerang web site on how to set them up together. Source: almost 2 years ago
