I live in a U.S. State (NY) with restrictive crypto rules and use CoinbasePro as it is the best of what I can legally use. Check out https://hummingbot.io. They are built for market making and arbitrage strategies. It has built-in support for a number of centralized exchanges as well as Ethereum, Terra and other protocols common for DeFi (what it sounds like you're trying to do).
