GIFs are an (animated) image format. If its a small video you might be able to convert it into a reasonable sized GIF (via something like https://giphy.com/create/gifmaker). The Character Creator has a license wherein if you use it for non-commercial products (ie - a free game) you can do whatever more or less, and if you are using them for a commercial product a license to do so starts at $5.
