ArcGIS Online could be the right move as long as you set up the service correctly. You could also load the shapefile into a database like PostgreSQL and connect to the database via an API like Geoserver FastVector, or pg_tileserv. Getting a user's location from their IP should be possible with something like this https://ipgeolocation.io/ (free for up to 1000 requests per day which my puny website will never get). Latitude + longitude data from this service could be used to place the location dot accurately on the globe, although I'd have to look more into the math aspect of that before.
