I'd start with learning HTML and CSS first, then Javascript after those. There are a lot of free online resources for learning those. For websites, I use jekyll which is a great way to start off because there are a lot of community website templates that you can customize, which is great for beginners and learning. So it definitely happens on the HBO Max app from the play store, but does NOT happen when I stream from play.hbomax.com in fullscreen...weird stuff...but also I don't remember ever seeing anything about a 480p limit from streaming apps, and the HBO Max app is definitely higher resolution than that, it looks exactly the same from the app to the website...thanks for the tip though, I guess I'll just use the websites...
