Well, yes; what I meant to say is they didn't "directly" give them their blessing, only cited them as existing, though in a generally positive denotation. The slide also makes a bit of confusion because Fossdroid is just a web interface to F-Droid's data, and G-Droid isn't its own "app store" but just an alternative F-Droid client. Some FLOSS apps not available in the official F-Droid repo are hosted in IzzyOnDroid repo, compatible with all F-Droid clients. Source: 12 months ago

Also if you want more FLOSS apps in your client, you might add the IzzyOnDroid repo to your F-Droid client. It serves FLOSS apps that include some non floss components (so the apps are not 100% FLOSS). Source: about 1 year ago
Just checked, the neo launcher I use is not on the play store, although there is some other "neo launcher hyperion", thats not what I meant. If you want to try it out, you'll have to get the apk directly from their github (https://github.com/NeoApplications/Neo-Launcher) or get the F-Droid store & activate the IzzyOnDroid repo (https://apt.izzysoft.de/fdroid/).
