The online tool: ezgif.com is pretty good for short gifs and maybe even videos in some cases. When it comes to free video editing software it gets a bit tricky imo. Most of them are not particulary designed around making meme clips. You could try microsoft clipchamp for windows (11?) for probably the most basic and easy editor around or Maybe kdenlive.org/ Haven't tried it yet. But it is free and people say it... I'm not a musician or looking to be, so I've just been using freely-licensed music. freepd.com and audionautix.com have something that works for any scene I write, I just have to listen to a bunch of music options against the scene until I find the one that matches. Then I have to adjust it a bit so that the music matches the emotional beats of the scene at the right moments... And so the length matches the scene... Source: over 1 year ago
