I've been on the hunt for the "Thornless Cut" of Halloween 5. After some digging I found a copy (H5TL.rar) but it's only the video and has no audio track at all! I tried https://mobirise.com and the results look great (things like video backgrounds with overlays etc), but you have to pay through the nose to actually use most of it and I only want to play around. Source: 10 months ago
Do you have all the text done that would go on the site? You can create it yourself with simple drag and drop tools and have it up within hours on a self hosted service. A tool I’d recommend is Mobirise (https://mobirise.com/). Source: about 1 year ago
I found something called Mobirise which seems to tick all my boxes. It definitely runs offline (it's a Windows executable and I disabled wi-fi to confirm) and exports my site locally as HTML as well as publishing direct to my domain, so that's good.
