The native Apple Sidecar monitor extension thing will only work within range of the host computer ("both devices must be within 10 meters (30 feet) of each other and have Bluetooth, Wi-Fi, and Handoff turned on "). There's third party apps that kind of do what Sidecar does for older iPads AND Android devices. I like Duet duetdisplay.com - again, wired/wireless distance limitations restrict "portability". - At one point I cleared the cache, and it appeared to fix the problem (I could USB-C transfer files to and from device). Baking soda or Fulifier would on most sites but not iPlayer apparently. However (without any need for an extension) I can use PIP on any compatible website via the button on my touchbar. Perhaps until you find an extension, use touch-bar-simulator? Source: over 1 year ago
Did you try a restart? It’s bizarre that’s it’s using so much virtual memory too. Only thing I could think of it virtual Touch Bar simulator, but I think you would probably know if you were using that lol. Is it possible there’s an app doing something similar?
