    As of this year, the Federal government requires multi-factor authentication. You either have to use login.gov or id.me. I'm having trouble creating an account with either of those. I opted to get a voice phone call on my land line. login.gov erroneously thinks my phone number is a web VOIP number and rejects it. id.me says it's calling me but the call never arrives and the phone doesn't ring.     I've tried utilizing various LLMs to troubleshoot before coming here. They suggested most of the above. They did have me check to see if my IP address was blacklisted via MXToolbox, and my IP address was listed for two blacklists: SORBS DUHL (TTL3600 if relevant) and Spamhaus ZEN (TTL300 if relevant).
