Bootstrap/Bulma/Tailwind. What should I learn in 2019
Speaking of Bootstrap and Bulma, if I need to update a legacy site with one of the two, I'll actually import Tailwind, activate it's important option, and override anything I might need to using Tailwind classes instead. It is seriously that enjoyable to write rather than sifting through custom CSS files or adhering to arbitrary class names that Bootstrap provides.
