Back in the day there was Project XWalk, which saved my ass on a couple of projects, as I was able to distribute a hybrid web app with a fixed browser engine where we were sure everything looked right. These were the days when the WebView was not updateable (unless you updated the entire OS) and each device had a different browser engine with their own bugs, despite them being all Chromium-based. At this stage your main goal should be to prototype it and test it with people to validate the idea. Or at the very least have something people can look at and respond to. Don’t worry about building a coded and working version yet. Start with a clickable prototype which can be built using design tools.
