No, this means that over 1 in 10 people getting tested for covid actually have covid. Doesn’t have anything to do with the people you encounter, this percentage is really only useful for seeing whether or not we’re testing enough. A low test positive rate means we’re testing enough and recording most cases while a high one means we’re not(and missing a lot of cases). Of course home testing has changed the game...
