If they are black in the steamworks interface something went wrong. I converted a png to ico on this site: https://icoconvert.com/ uploaded it and it worked fine. No TGA involved at all, perhaps there is a problem with the way photopea is exporting it. Source: over 2 years ago
Firdt you need to convert your image you want as an icon, you can use this https://icoconvert.com/, after converting it right click the app you want to change the icon, click properties, then click change icon, then browse where you put the image converted to an icon file then you're done. Epicpen is even closer to what I'm looking for, but the only problem with it is that there is an annoying toolbar that pops out when you use it. The “hide toolbar” hotkey it has also hides the drawing, and even minimized the toolbar is not small enough to put off the screen. Source: almost 2 years ago
