Bruh there is nothing good about Texas Tech engineering/cs. Definitely apply to TAMU it is a bit worse than UT for CS, but miles ahead of Texas Tech. TAMU engineering is easy to get into, but requires you to have a 3.8+ College GPA freshman year to be guaranteed the CS major. Use https://collegescorecard.ed.gov since it tells you the average CS salaries for the colleges you're planning to apply to. Source: 12 months ago

Get your scores up and you should be golden for everywhere on your list imo. I would even suggest if your scores go up enough to apply for a few reaches like GT, UIUC, Udub maybe more. You don't say how old she is. There are many programs you can enroll her in BUT if she wants to work at her own pace you can look online for what your state/municipality expects a child to know in each year. You can use workbooks, resources like CK-12 for science and video instruction or Khan Academy. Source: 6 months ago
Khan Academy is your best friend, you can also use openstax if you like reading more. Supplement with a quality textbook and video courses once you reach Algebra 1, this site and r/learnmath have good recommendations. And most importantly practice. Source: 7 months ago

However, the math instruction that worked for me (I suddenly had to teach upper level math to expelled students in a self-contained class - and didn't know anything past Alg 1) was khanacademy.org, a free online program.
