I work for a SAAS recurring billing platform, chargeover.com from my experience you do not need to send them an invoice. If they agree to terms when they signup you could just run a payment against their card on file and send them a payment receipt. None of these are a replacement of Terraform Cloud (recently rebranded to HCP Terraform). For example, when you create a PR, it could affect multiple workspaces.
