Two more solutions I found are the Smyle mouse (commercial) and Camera mouse (free from Boston college). Tried the Camera mouse with dwell clicking and it seems to work ok. It uses a point on your face that you choose for a webcam to track, so theoretically should not be susceptible to eye saccades. I also gave this go whirl http://cameramouse.org/ as well as this https://www.tobii.com/ I had one of the first iterations so it wasn't as polished as it is today and there may be more utilities/hardware now a days that are better at using your eyes as a mouse pointer. Source: over 2 years ago
