The free version of Bibisco is a pretty good place to start. Here's an article about a couple other options as well. I've used Wavemaker Cards and like that, too. If you like spreadsheets to work with, TreeSheets is worth a look. It's a free-form spreadsheet, which means you can click on a line and create a new column or row. I find it hard to get feedback on any story site. I've posted stuff on a few stores like fanfiction.net, fictionpress.com and Wattpad.com but people might read it but not comment on it. It's just how it is with free story sites, so much content that yours gets lost in the mix.
