You'll probably want PostgreSQL and Storage Accounts as well - be VERY careful provisioning that; if you play with the Azure Cost Calculator you'll see it's pretty easy to make a PostgreSQL instance that's ~$80 and also one that's ~$8. If you're not capable of hosting the solution yourself, there are solutions that have per-agent models that will cost you much less than SchoolDude, all while being substantially more feature rich. osTicket and FreshService are both great examples.
