While I do not agree that all PDFs are inaccessible, it is MUCH easier to create a document that is natively accessible (like a Word doc or InDesign doc) and convert that to PDF. You are then much more likely to end up with a PDF that does not require any remediation. If you do need to remediate PDFs, an overlay/widget such as Userway will not get you there.
