Your local bank likely offers them and they can eb tied to authorize.net, or NMI perhaps. They should be able to help you through that entire process depending on how the accounts get onboarded. Since when does this happen? Have you tried resetting the router? Try https://www.xfinity.com/support/articles/run-traceroute-command?view=app against common sites such as Reddit or Google, compare the IP of each hop with https://ipregistry.co/ to see if your connection doesn't go through a direct route.
