Actually, they wouldn't need to pay artists at all to make new PFPs. All the PFPs thus far were generated on Artbreeder. Also, before the premium-exclusive "Survival Mode" was removed, there were a couple of unique PFPs to get from it, one being (presumably) an orc. Still, I agree. I recently bootstrapped a company and we wanted some nice looking default images for our users that didn't upload their own and we found some out there but not too many with the goal we were looking achieve — other than boringavatars.com (where this project gets its inspiration!).
