If you go to the https://android-x86.org website and scroll down a bit one of the tasks they've been working on has been to upgrade to a newer (though still not the newest) kernel. The only way to see if Android will run is to try and run it. Start with the newest release from https://android-x86.org, write it to a flash drive with Etcher and try booting it - like GNU/Linux distributions like Ubuntu, Android-x86 has a live mode in which you can test it to see if it boots, and if it does test to see if your hardware all works. For a todo app I believe the reagent repo has an example of that without the server bits. The https://luminusweb.com/docs/profiles.html page gives a pretty good hint at the different library options available for the various different functions of a framework. so even if you are building your own it is a decent reference. The cljs stack I hear about a lot (and use) is ShadowCLJS with reagent (https://reagent-project.github.io/) and re-frame (https://day8.github.io/re-frame/). ShadowCLJS is more of a build tool, but is really well documented and easy to use.
