Use briar. Use LineageOS without gapps (aka without Google Play Services). Obviously don't use Meta or Google apps, because that's where the backdoors are for governments. Now is it possible to use different devices and not be identified? yes.. But it takes work.You need to isolate the device and cut off every connection it has to Facebook, including system level apps.
