If you have the ability to selfhost, Actual budget has been my go to for budgeting. I just input bank transactions usually weekly and assign the transaction to it's appropriate category. Source: 12 months ago

If anyone is struggling with this now: https://moneymap.aarp.org/ is a good resource if anyone needs help with this. The basic premise is to just not pay the bill until you can settle it for less once it hits collections.
