It's hard to imagine you've not seen Google's doodle guessing training (or their other experiments) but it's just another example of how little information you actually need to create a recognizable image, though Canvas also shows this off, but it has the benefit of material information. To come back to your original question, as far as I'm aware anyone can publish on arxiv or researchgate. People will just tend to take you less serious. I'm working on a game that has an AI narrator talking to the player. I messed around with some filters in Audacity that I don't know how to use until I realized I don't want a stereotypical computer voice, what I'm actually looking for is similar to Google's creepy Duplex system that automates calling restaurants for reservations.
