Well, there are tons of C# learning blogs and websites that you can find, but the Microsoft documentation website is the most important resource for checking the new language features and the latest updates. IMO I look for junior programmers that are passionate about programming. I just hired one with zero certificates but during the interview he told me about some just for fun projects he was working on. Good developers keep up with new technology and enjoy doing it.
