Costco doesn't have any availability for some reason. I checked carrentals.com like the above person showed and it did have availbability with hertz, which I'm not sure why didn't show up in costco travel. Source: almost 4 years ago
So my wife & I are going to CR from Nov 17 to 22nd and plan to rent a car. I generally use carrentals.com for booking my cars and never really had problem. But this is what I found. I generally follow the principle of "if it's too good to be true....".
