Yes, the rating system is fundamental to be able to enjoy the game, and also to lower the impact of cheating: if I'm rating 1500 and I play against other players around 1500, I don't care if they are at that level thanks to cheating or not. For chess puzzles, have you tried chess.braimax.com ? Personally I wasn't fully satisfied by any of the existing apps/websites (I also tried chesstempo, even if I have to admit it was a couple years ago), and I found that what really worked for me was combining puzzle rush (without time limits) on chess.com with spaced repetitions.
