Literally all you need is a free set of symbols (I recommend ARASAAC - https://arasaac.org/ ) and the table in a word document. Put a picture and a word in each square. Here's an example:. Source: about 1 year ago
Another (less labor-intensive?) source for symbols with people might be ARASAAC — each symbol with a skin tone has an option to customize “people appearance,” and the darkest skin tone is a bit deeper than the default darker skin symbols in the Minspeak library. The image files are PNGs with transparent backgrounds, which would at least take that step out of your process. Source: almost 2 years ago
