If it hasn’t already been said, “.htm” is not correct. For a proper index file to communicate a hyper text transfer protocol, you should be using “.html”. There are a few ways to view your site. One is through GitHub using their .io viewer (https://htmlpreview.github.io) and the other is just to open it from your desktop via your browser of choice. As someone here already stated, you can also use GitHub pages to host but I wouldn’t recommend doing that just yet.
