It depends on how fancy you want your site. I have taught senior citizens to make websites in 10 minutes by putting them in front of Seamonkey and telling them to just try it. Using Seamonkey is just like using any word processor, but it generates fairly clean HTML. For uploading your files, I recommend Filezilla. It's fantastic.
